Why are FPE Stab-Lok and Zinsco panels a problem?
Both panel brands (popular from 1950s-80s) have documented breaker failure rates — breakers that fail to trip under overload, leading to electrical fires. Multiple class-action lawsuits have settled. Most insurers either refuse to bind or charge a surcharge for homes with these panels. Replacement is the only safe remediation.
What does it cost to upgrade from 100A to 200A?
$2,500–$5,500 for the panel itself, plus $1,200–$3,000 for the service mast and meter base if the utility service is being upgraded too. Total: $3,500–$8,500. Required if you're adding EV charging, a heat pump, an electric range, or a large addition.
Can I negotiate panel replacement as a buyer?
Yes, especially for hazard-brand panels or 60A services. The going strategy is to ask for the full replacement cost as a seller credit (not repair-before-closing). Sellers know that hazard-brand panels block insurance binding, so this is one of the strongest negotiation positions in any inspection.
Is GFCI/AFCI retrofit really necessary?
